Project Summary |

2026年に京都丹波エリア（京都市の北西に連なる亀岡市、南丹市、京丹波町）で開催する全国都市緑化フェアの基本計画策定業務。全国都市緑化フェアは、1983年に大阪府の服部緑地で第1回が開催されて以来、毎年いずれかの自治体の都市公園等を舞台に開催されてきた国内最大級の園芸博覧会であり、京都丹波エリアでの開催は第43回目となる。

本業務では、京都丹波地域に暮らす人たちとともに緑化フェアのあり方を考え、フェアの開催に向けた準備を進める「協働推進事業」の基本計画を策定した。京都丹波における多くの地域で進行している人口減少や社会の変化を背景とする地域課題に取り組むきっかけとして、また、遊休資源やまちの新しい取り組みなど、身の回りにある地域の可能性に光を当てるきっかけとして、今の時代に適合した新しい緑化フェアのあり方を、京都丹波地域で暮らす人たちへのヒアリングやワークショップの開催を通して検討した。

 

This project involved developing the basic plan for the National Urban Greenery Fair, to be held in the Kyoto-Tamba area in 2026, encompassing Kameoka City, Nantan City, and Kyotamba Town in the region northwest of Kyoto City. Since its first edition was held at Hattori Ryokuchi Park in Osaka Prefecture in 1983, the National Urban Greenery Fair has been held annually in urban parks and other public spaces across Japan, making it one of the country’s largest horticultural and urban greenery events. The Kyoto-Tamba edition will be the 43rd.

As part of this project, we developed a basic plan for the “Collaborative Promotion Program,” an initiative through which local residents of Kyoto-Tamba could collectively explore the future of the Greenery Fair while preparing for its implementation.

Against a backdrop of population decline and social change affecting communities throughout the Kyoto-Tamba region, the project sought to position the fair as an opportunity to address local challenges, while also bringing attention to the potential already present in the region, including underused resources and emerging community initiatives. Through interviews and workshops with people living in Kyoto-Tamba, we explored a new model for a greenery fair suited to the needs and possibilities of the present day.
